The Baltimore City Public Safety Rental Assistance Program is a benefit to full-time, permanently employed individuals of the Baltimore City Police Department, Baltimore City Fire Department, Baltimore City Sheriff’s Office, and Baltimore City Schools Police Division in their first and second years of employment.

The City offers a $100 per month grant toward the rental of an apartment or property located in Baltimore City. The incentive is capped at $1,200 per year, with a total cap of $2,400, or two years of rental assistance. Landlords, developers, non-profit organizations, and apartment complexes will be able to provide a match of their choice to the City’s $100 per month rental assistance grant.


This program provides a contribution payable to the rental property for up to $1,200 per year for a maximum of two years.


  • You must be an employee of the Baltimore City departments of Police or Fire, Baltimore City Schools Police, or Sheriff Office serving in a position of Officer, EMT, Deputy Sheriff or Fire Suppression.
  • You must be in your first or second year of employment with the agency.
  • One City employee per household may apply for the program.
  • The program is one-time use only per employee.
  • You must apply and be approved prior to the start date on the lease.
  • You must be named on the leasing application and the lease.
  • The rental property must be located in Baltimore City.
  • You must attend one Live Baltimore Trolley Tour event.
  • You must attend homeownership counseling over the course of the one or two year grant time period.
  • If you move from the complex or rental unit before a year is complete, the $1,200 will be prorated and the remaining amount must be returned to City.
