Live Baltimore is committed to advancing equity in Baltimore City through our programs and policies. We adhere to City code, have adopted an equity framework, work to establish and maintain public trust, remain accountable to various stakeholders, and foster an organizational culture that encourages staff and customers to bring their whole selves into our shared spaces.
Baltimore City’s Equity Ordinance
As a nonprofit partner of Baltimore City government, Live Baltimore adheres to Baltimore City Code, Article 1, Section 39-1: Equity Assessment Program. This section of the City’s code states: “Equity” means closing gaps in policy, practice, and allocation of City resources so that race, gender, religion, sexual orientations, and income do not predict one’s success, while also improving outcomes for all.
Among other directives in the code, Live Baltimore has met the Equity Assessment Program’s requirements to:
- identify an equity coordinator who shall report directly to the head of the agency and will be responsible for managing that agency’s Equity Assessment Program;
- conduct equity assessments of the agency’s existing and proposed practices and policies; and
- develop and implement a plan to address any disparate outcomes based on race, gender, sexual orientation, or income that have been identified by the agency’s assessments.
Equity Framework
In addition, Live Baltimore has adopted an equity framework used by the Baltimore City Department of Planning and adapted from the Urban Sustainability Directors Network. This framework offers a lens for planning, decision-making, and resource allocation that includes four overarching areas of equity. With this lens, the following questions are considered by Live Baltimore’s board and staff when developing and executing programs.
- Structural Equity: What historic advantages or disadvantages have impacted Baltimore City residents’ and/or prospective residents’ housing decisions?
- Procedural Equity: How are residents who have been historically excluded from decision-making being authentically included in the planning, implementation, and evaluation of programs?
- Distributional Equity: Does the distribution of programmatic resources explicitly account for potential racially disparate outcomes?
- Transgenerational Equity: Does the program result in unfair burdens on future generations?
Equity & Public Trust
Live Baltimore believes efforts to establish and maintain public trust must accompany efforts to achieve equitable outcomes. To ensure we preserve trust among the communities we serve, Live Baltimore relentlessly measures our performance in two areas.
- Live Baltimore measures our overall customer experience using Net Promoter Score.
- Live Baltimore measures satisfaction with our customer service staff using CSAT.
Live Baltimore’s FY20 Net Promoter Score (NPS) was 82. NPS scores of 70 and above are considered “excellent” and suggest a high likelihood that customers will refer others to an organization’s services.
Equity & Accountability
Live Baltimore is accountable to Baltimore City government, our many funders, our Board of Directors, and all residents of Baltimore City. Live Baltimore is transparent in our efforts and outcomes through the publishing of an annual report and the statistics shared below.

Where We Impact
Live Baltimore influenced home sales in every City planning district, including 191 unique neighborhoods in FY20. In FY20, Live Baltimore’s greatest influence was on the following neighborhood housing markets:
Who We Are
Live Baltimore is an equal opportunity employer and proactively seeks diverse candidates in our personnel searches. Live Baltimore’s Board of Directors has adopted a board development policy that aims to recruit new members that reflect the racial and geographic diversity of Baltimore City.
100% of Live Baltimore’s staff and board are Baltimore City residents. Collectively, we represent neighborhoods in North, Northwest, Northeast, Central, West, South, and Southeast Baltimore.
As of January 1, 2021, Live Baltimore’s staff includes eight team members. The demographics of these team members are as follows:

Equity & Organizational Culture
Live Baltimore’s Executive Director and Program Director have each completed anti-racist training programs. Live Baltimore’s entire executive team, board leadership, and board committee leadership have participated in a Diversity, Equity, Inclusion, and Justice training focused on housing in Baltimore City.
